Date and place of birth: August 21,1952, Sofia.

Education: Faculty of Law, St. Kliment Ohridski University of Sofia, summa cum laude (1975).

Internship at the Sofia City Court (1976-1977); lecturer at St. Kliment Ohridski University of Sofia; Assistant Professor (1977-1985); Associate Professor (1985-1990); Professor of constitutional and comparative law (1990); head of department (2000). Dean of the Faculty of Law, St. Kliment Ohridski University of Sofia (1988-1991). Visiting Professor at the University of Virginia and the Catholic University of America, Washington D.C. (1991- 1993); Jean Monnet Professor at the Graduate School of the New Bulgarian University (2001-2004). Doctoral thesis: The Presidential Power in the USA (1979). Over a hundred publications in Bulgarian, European and American journals, including 8 books. Specializations in the United States, Italy, Belgium, England, Switzerland and France. Member of: research associations in and outside Bulgaria, the International Commission of Jurists, the editorial boards of law journal, includingthe European Public Law journal. Member of the Venice Commission of the Council of Europe since 2007.

Legal expert at the National Round Table (1990); advising the Constitution Drafting Committee at the Grand National Assembly (1991); legal expert for the Organization for Security and Co-operation in Europe, the International Foundation for Electoral Systems and the American Bar Association- Central European and Eurasian Law Initiative. Adviser to the constitution drafting teams in Tadjikistan, Kirgizstan, Latvia, Albania and other countries (1990-2009). Member of the Legislation Drafting Council at the XXXVIII National Assembly. Chairman of the Legal Advisory Board to the President of the Republic (2001-2003).

Appointed Constitutional Court Justice by the President of the Republic (2003).

Elected President of the Court (November 2009).
