Education: Faculty of Law, St. Kliment Ohridski University of Sofia (1969).
Junior judge at the Sofia City Court (1971-1972); postgraduate student in comparative constitutional law at the Faculty of Law, Kliment Ohridski University of Sofia (1973-1977); Doctor of Law; Research Associate in national and comparative constitutional law at the Institute of Law, at Bulgarian Academy of Sciences (1980-1995); since 1992, Professor of constitutional law at the Faculty of Law, Paisy Hilendarski University of Plovdiv and Chair of the Public Law Department; Head of the Legal and Legislating Directorate of the National Assembly (1990-2003).
Specialization and lecturing: Max Planck Institute for Comparative Public Law and International Law, Heidelberg, Germany; Spain, Portugal, the United States, United Kingdom. Author of books on constitutional law and human rights, numerous articles published in Bulgaria and abroad. Member of the Central Electoral Commission (1990).
Expert in national and international programs and commissions. Chairman of the Expert Council to the Temporary Commission for Amendments to the Constitution, the XXXIX National Assembly (2003). Bulgarian representative in Committees at the Council of Europe: the European Committee for the Prevention of Torture, Council of Europe (1997-2005) and the Advisory Committee of the Framework Convention for National Minorities (2010).
Elected Constitutional Court Justice by the XXXIX National Assembly (2003).
