Galina Toneva
Date and place of birth: 1 February 1960, Yambol.
Graduated from the Faculty of Law of Sofia University "St. Kliment Ohridski" (1984). Doctorate in criminal law. From 1985 to 1986 she was a junior judge at Sofia City Court. Legal adviser at the Sofia Public Limited Company for Territorial Supply (1986-1990). Deputy Prosecutor at the 5th Regional Prosecutor's Office - Sofia (1990-1992). Judge at the Fifth Regional Court - Sofia (1992-1995), at Sofia City Court (1995-1998), at Sofia Court of Appeal (1998-2007). From 2007 to 2008 Ms Toneva was Acting Deputy President of Sofia Court of Appeal and from 2008 to 2009 she was Deputy President of the same Court. Deputy Prosecutor General at the Supreme Prosecutor's Office of Cassation (2009-2013). Prosecutor at the Supreme Prosecutor's Office of Cassation, Head of the Coordination of Institutional Cooperation and Training Sector (2013), Prosecutor at the Analytical Department (2013-2015).
Permanent lecturer at the National Institute of Justice (2013-2015). Judge at the Supreme Court of Cassation (2015-2024), Chairperson of the Second Criminal Chamber of the Supreme Court of Cassation (2018-2024). Member of the Programme Council of the National Institute of Justice (2012-2013 and 2019-2024). Lecturer at the National Institute of Justice. Specialisation at the T.M.C. Asser Instituut in The Hague. Judge Toneva has passed a number of trainings on EU law, international police and judicial cooperation on criminal legal aspects of European law.
Representative of the Republic of Bulgaria in the European Commission for the Efficiency of Justice (CEPEJ) to the Council of Europe (2003-2009). Author of a number of articles and a monograph. Founder member of the Bulgarian Association for European Law. Elected Justice of the Constitutional Court by the Joint Meeting of the Judges of the Supreme Court of Cassation and the Supreme Administrative Court (2024).
