Sasho Penov
Date and place of birth: 27 July 1960, Montana.
Graduated from the "Petar Bogdan" High School for Foreign Languages in Montana (1979). Military service (1979-1981). Graduated from the Faculty of Law of Sofia University "St. Kliment Ohridski" (1986). Regular assistant professor of financial law at Sofia University "St. Kliment Ohridski" since 1987. Doctorate in Law since 1996. Associate Professor of Financial and Tax Law since 2000. Professor in Law since 2012.
In the period 1991-1992 with a Weizsäcker Scholarship of the German Academic Exchange Service he took a one-year specialization at the University of Hamburg, Institute of International Finance and Tax Law, Germany, by which he acquired the Legum Magister (LL.M.) academic degree. He passed short-term trainings at the OECD International Training Centre in Vienna, Austria (1993); at the University of Athens, Greece (1995); at the University of Saarbrücken, Germany (2001, 2004); in the USA (2002). In the period 1989-1990 and 1992-1993 Mr Penov worked at the Ministry of Finance, at the General Directorate of Tax Administration and at the Tax Treaty Department. Attorney at law at the Sofia Bar Association from 1994 to 2024.
Member of the Consultative Council on Legislation at the National Assembly (2001-2009, 2017). Chairman of the Commission on Remission of Uncollectible Debts to the State; Member and Chairman of the Legal Council of the President of the Republic of Bulgaria (2002-2011). Member of the Management Board of the National Institute of Justice (2015-2021). Caretaker Minister of Education and Science (2 August 2022 – 6 June 2023).
Lecturer in financial law, tax law and international tax law at Sofia University “St. Kliment Ohridski” and at “St. Cyril And St. Methodius” University of Veliko Tarnovo. Dean of the Faculty of Law at Sofia University "St. Kliment Ohridski” (2011-2019). Head of the Department of Administrative Law (2011-2018). Founder of the “120 Years of the Faculty of Law” Foundation at Sofia University. Author of monographs on tax law, of a course of studies on financial law (general and special parts), also author of scientific papers and articles. Winner of the Grand Prix for Overall Contribution to Justice (National Justice Awards – 2017).
