On 1 May 2004, the biggest enlargement in the history of the European Union took place with the accession of the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovakia and Slovenia. To mark this anniversary, the Court of Justice of the European Union organized from 1 to 3 May 2024 in Luxembourg a special judicial forum for the Presidents of the highest courts of the Member States.
The President of the Constitutional Court of the Republic of Bulgaria, Ms Pavlina Panova, was also invited and took part in the Forum and in a colloquium on the theme of: "The Court celebrates 20 years since the accession of 10 States to the European Union: A New Constitutional Moment for Europe". The programme included speeches by representatives of European institutions and of Member States that joined the EU on 1 May 2004.
