The President of the Constitutional Court of Bulgaria Pavlina Panova and the Secretary General Valentin Georgiev took part in the preparatory meeting of the Circle of Presidents of the Constitutional Courts, members of the Conference of European Constitutional Courts (CECC), which was held on 28 February 2025 in Tirana, Albania. The Forum prepared the agenda, the discussion themes and the organisation of the Congress of the Conference of European Constitutional Courts to be held in 2027.

At the meeting, the Constitutional Court of the Republic of Kosovo was joined as a member of the CECC.

Pavlina Panova presented the candidature of the Balkan Constitutional Courts Forum as an observer to the Congress of the Conference of European Constitutional Courts, which candidature was unanimously accepted.

The Balkan Constitutional Courts Forum was established in 2023 in Sofia, its founding members being the Constitutional Courts of Albania, Bulgaria, Kosovo, Montenegro, North Macedonia and Turkey and observers being the jurisdictions of Bosnia and Herzegovina, Croatia, Greece and Romania. The observer status of the Balkan Constitutional Courts Forum in the Conference of European Constitutional Courts is a recognition of its significance as a regional organisation for sharing best practices and expertise among the constitutional judges of the respective countries as well as for exchanging practices among the administrations of these institutions.
